get partner types

/ecom/common/v1/getpartnertypes

Returns partner types. A null body returns an empty list. Selector, first non-empty branch wins: (1) partnerTypeGrpSids, (2) jobBatchSids AND productGroupSids together (intersection of the partner types linked to both), (3) jobBatchSids alone, (4) productGroupSids alone, (5) none -> ALL active partner types. Optional dispOnPortal post-filters by portal-display flag; loadJobBatches / loadProductGroups expand each result with its linked SIDs. A role-based FilterXD (ROLE_COMMON_PARTNERTYPE_GET_API) is applied. No limit.
