get shopcarts

/ecom/shopcart/v1/getshopcarts

Loads shop carts. null body -> empty result. Filter, first match wins: (1) identifiers with shopCartSid -> load those carts; (2) else, if BOTH partnerSid AND enqStateSid are set -> load the carts of that partner in that enquiry state (partnerSid alone or enqStateSid alone is NOT enough); (3) otherwise empty result (no fetch-all). loadDetails toggles inclusion of detailed cart data. No result-size limit.
