get delivery conditions

Loads delivery conditions. The request body is optional: when identifiers[].deliveryCondSid are given, only those are returned; a non-null body WITHOUT identifiers (e.g. {}) returns ALL active delivery conditions (no paging/limit); a null body returns an empty list. A role-based visibility filter (ROLE_DELIVERYCOND_DELIVERYCONDS_GET_API) is always applied. SIDs must be resolved beforehand, never invented.
