get tax groups

/stock/taxgrp/v1/gettaxgrps

Loads tax groups. The request body is optional: when identifiers[].taxGrpSid are given, only those tax groups are returned; a non-null body WITHOUT identifiers (e.g. {}) returns ALL active tax groups (no paging/limit); a null body returns an empty list. Tax-group SIDs must be resolved beforehand, never invented.
